In Buying Military Transformation, Peter Dombrowski and Eugene Gholz analyze the United States military's ongoing effort to capitalize on information technology. New ideas about military doctrine derived from comparisons to Internet Age business practices can be implemented only if the military buys technologically innovative weapons systems. Buying Military Transformation examines how political and military leaders work with the defense industry to develop the small ships, unmanned aerial vehicles, advanced communications equipment, and systems-of-systems integration that will enable the new military format. Dombrowski and Gholz's analysis integrates the political relationship between the defense industry and Congress, the bureaucratic relationship between the firms and the military services, and the technical capabilities of different types of businesses. Many government officials and analysts believe that only entrepreneurial start-up firms or leaders in commercial information technology markets can produce the new, network-oriented military equipment. But Dombrowski and Gholz find that the existing defense industry will be best able to lead military-technology development, even for equipment modeled on the civilian Internet. The U.S. government is already spending billions of dollars each year on its |military transformation| program-money that could be easily misdirected and wasted if policymakers spend it on the wrong projects or work with the wrong firms. In addition to this practical implication, Buying Military Transformation offers key lessons for the theory of |Revolutions in Military Affairs.| A series of military analysts have argued that major social and economic changes, like the shift from the Agricultural Age to the Industrial Age, inherently force related changes in the military. Buying Military Transformation undermines this technologically determinist claim: commercial innovation does not directly determine military innovation; instead, political leadership and military organizations choose the trajectory of defense investment. Militaries should invest in new technology in response to strategic threats and military leaders' professional judgments about the equipment needed to improve military effectiveness. Commercial technological progress by itself does not generate an imperative for military transformation. Less understood, though, is a companion enterprise, there from the start, to replace teaching and learning in traditional classrooms by efficient automated systems that manage and monitor human cognition and learning for high-performance systems, from weapons systems to high tech corporations. As education is moved?imperceptibly away from its traditional humanistic aims and from the classroom itself, the goal of this human engineering project, the depersonalized accumulation of cognitive components for a 21st century militarized economy, best befits the book’s original title: |The Human Arsenal.| This ongoing military/corporate-sponsored enterprise continues to impact education today, largely unnoticed. One example is the federally-funded Advanced Distributed Learning Initiative (ADL), which has been a major force behind the implementation of electronic learning systems, now used in all Defense Department and federal employee training. With the Defense Advanced Research Project Agency (ARPA) ADL is developing structures to capture students’ soft skills, and the Army Research Laboratory is developing |intelligent tutoring systems| to enable |instructional management of affect, engagement, and grit (perseverance).| ADL through the Department of Defense has developed Experience API, a learning technology that can monitor all student online and offline interactions and archive these in date lockers or learning record stores. ADL has already impacted thousands of school districts through nonprofits such as IMS Global and Future Ready Schools, part of an industry massively subsidized by high tech corporations and valued at $255 billion annually. A $90 million Advanced Research Projects Agency for Education (ARPA-ED), modeled after the military’s ARPA,?has been proposed to fund |dramatic breakthroughs in learning and teaching.| These include |digital tutors as effective as personal tutors| and, with the Navy’s Full Spectrum Learning project, |data collection tools for personalized education modeled after corporate data analysis that identifies consumer patterns and preferences.| ADL is just one example of how the military/corporate ed tech enterprise is changing public education by hollowing?it out into something that can be digitized, data-driven, automated, and monitored. Its promoters envision education as children interacting with online learning systems where, based on past performance, algorithms will serve up what each student needs to know next. Through this digital curriculum, students create virtual educational identities at very young ages and learning devices are watching students as much as students are watching them. This book traces the rise and fall of the joust in Iberia, between the late fourteenth and late sixteenth centuries, when it was supplanted by the more innocuous cane game and the spectacle of the bull-run. It focuses on three jousting treatises written by practising champions at the time: Ponc de Menaguerra's Lo Cavaller (`The Knight', 1493); Juan Quijada de Reayo's Doctrina del arte de la cavalleria (`Doctrine of the Art of Chivalry, 1548); and Luiz Zapata's Del Justador (`Of the Jouster', c.1589-93). It presents editions, with the first English translation, of these important texts, together with introductions and analytical study; there are also chapters on the arms and armour of the joust. It is richly illustrated with nearly 200 colour and black and white illustrations, many never previously published, which illuminate the sometimes complex technical terminology used by these authors, and provide further evidence of how weapons and armour were actually used.
