The health and economic costs of tobacco use in military and veteran populations are high. Empires of the Sand offers a bold and comprehensive reinterpretation of the struggle for mastery in the Middle East during the long nineteenth century (1789-1923). This book denies primacy to Western imperialism in the restructuring of the region and attributes equal responsibility to regional powers. Rejecting the view of modern Middle Eastern history as an offshoot of global power politics, the authors argue that the main impetus for the developments of this momentous period came from the local actors. Ottoman and Western imperial powers alike are implicated in a delicate balancing act of manipulation and intrigue in which they sought to exploit regional and world affairs to their greatest advantage. Backed by a wealth of archival sources, the authors refute the standard belief that Europe was responsible for the destruction of the Ottoman Empire and the region's political unity. Instead, they show how the Hashemites played a decisive role in shaping present Middle Eastern boundaries and in hastening the collapse of Ottoman rule. Similarly, local states and regimes had few qualms about seeking support and protection from the infidel powers they had vilified whenever their interests so required. Karsh and Karsh see a pattern of pragmatic cooperation and conflict between the Middle East and the West during the past two centuries, rather than a clash of civilizations. Such a vision affords daringly new ways of viewing the Middle East's past as well as its volatile present.

Originally composed in Latin by Gilbertus Anglicus (Gilbert the Englishman), his Compendium of Medicine was a primary text of the medical revolution in thirteenth-century Europe. Composed mainly of medicinal recipes, it offered advice on diagnosis, medicinal preparation, and prognosis. In the fifteenth-century it was translated into Middle English to accommodate a widening audience for learning and medical “secrets.” Faye Marie Getz provides a critical edition of the Middle English text, with an extensive introduction to the learned, practical, and social components of medieval medicine and a summary of the text in modern English. Getz also draws on both the Latin and Middle English texts to create an extensive glossary of little-known Middle English pharmaceutical and medical vocabulary.

The last four years have seen a remarkable resurgence of democracy in the Southern Cone of the Americas. Military regimes have been replaced in Argentina (1983), Uruguay (1985), and Brazil (1985). Despite great interest in these new democracies, the role of the military in the process of transition has been under-theorized and under-researched. Alfred Stepan, one of the best-known analysts of the military in politics, examines some of the reasons for this neglect and takes a new look at themes raised in his earlier work on the state, the breakdown of democracy, and the military. The reader of this book will gain a fresh understanding of new democracies and democratic movements throughout the world and their attempts to understand and control the military. An earlier version of this book has been a controversial best seller in Brazil. To examine the Brazilian case, the author uses a variety of new archival material and interviews, with comparative data from Argentina, Uruguay, Chile, and Spain. Brazilian military leaders had consolidated their hold on governmental power by strengthening the military-crafted intelligence services, but they eventually found these same intelligence systems to be a formidable threat. Professor Stepan explains how redemocratization occurred as the military reached into the civil sector for allies in its struggle against the growing influence of the intelligence community. He also explores dissension within the military and the continuing conflicts between the military and the civilian government.

|Islam and Democracy in the Middle East| provides a comprehensive assessment of the origins and staying power of Middle East autocracies, as well as a sober account of the struggles of state reformers and opposition forces to promote civil liberties, competitive elections, and a pluralistic vision of Islam. Drawing on the insights of some twenty-five leading Western and Middle Eastern scholars, the book highlights the dualistic and often contradictory nature of political liberalization. As the case studies of Morocco, Algeria, Egypt, Jordan, Kuwait, Qatar, and Yemen suggest, political liberalization--as managed by the state--not only opens new spaces for debate and criticism, but is also used as a deliberate tactic to avoid genuine democratization. In several chapters on Iran, the authors analyze the benefits and costs of limited reform. There, the electoral successes of President Mohammad Khatami and his reformist allies inspired a new generation but have not as yet undermined the clerical establishment's power. By contrast, in Turkey a party with Islamist roots is moving a discredited system beyond decades of conflict and paralysis, following a stunning election victory in 2002. Turkey's experience highlights the critical role of political Islam as a force for change. While acknowledging the enduring attraction of radical Islam throughout the Arab world, the concluding chapters carefully assess the recent efforts of Muslim civil society activists and intellectuals to promote a liberal Islamic alternative. Their struggles to affirm the compatibility of Islam and pluralistic democracy face daunting challenges, not least of which is the persistent efforts of many Arab rulers to limit the influence of all advocates of democracy, secular or religious.
